Program Description
The Educational Administration and Supervision program at Morgan State University is an online administrator preparation program designed to prepare and certify talented teacher leaders to assume a leadership role at the elementary school, middle school, or high school level. Prospective candidates who have demonstrated potential for academic leadership, including exceptional classroom teachers, department chairs, master teachers, instructional support teachers, consulting teachers, instructional associates, counselors, assistant principals, specialists, and central office managers will be invited to apply. Coursework is delivered to a cohort of candidates by Morgan State faculty and expert personnel from surrounding school systems. The program consists of two strands:
Program Objectives
The overall intent of the Educational Administration and Supervision program is to provide candidates with opportunities to translate theory and skills learned in the program into administrative practice. Therefore, the program will create conditions enabling its candidates to:

Demonstrate a commitment to promoting equity and educational excellence while valuing diversity.

Apply knowledge, skills and dispositions to solve administrative and supervisory issues consistent with the Professional Standards for Educational Leaders (PSEL).

Assess his/her ability as an aspiring administrator in a clinical setting.

Develop skills in school improvement and transformational leadership using case and problem-based curriculum drawn from job-embedded activities and projects.

Obtain, analyze and use data effectively and plan and prepare an action research project dealing with an administrative or supervisory problem of a school in which the candidate completes the internship.

Identify and utilize the technology and technological systems, which enable administrators to facilitate managerial procedures and educational designs with the school community.
Outcomes
The outcomes are interpreted as performances required of a leader who has completed the Master of Science or Certificate program in Educational Administration and Supervision. An education leader is expected to demonstrate:

The application of knowledge, skills and dispositions to solve administrative and supervisory issues consistent with the Professional Standards for Educational Leaders (PSEL).

Effective problem-solving skills, tools of inquiry, and analytical abilities that generate multiple solutions for practical decision-making affecting the school, student development, and the wider school community.

Instructional leadership, organizational management, technology management and data-driven decision-making.
-
Fairness and respect for the worth and dignity of all individuals.

Knowledge of action research in a school setting by implementing, evaluating and formally presenting an action research project based on an administration or supervisory concern facing the school in which the candidate is completing the internship.

Knowledge of PSEL and technology standards via a formal presentation of the candidate’s ePortfolio before a panel of reviewers.
General Requirements
Candidates for the Master of Science Degree in Administration and Supervision must complete a minimum of thirty-three (33) academic credit hours. Candidates for the Administration and Supervision Certificate must complete eighteen (18) credit hours. The course, Practicum in Educational Administration is required of all students. Additionally, every candidate must develop and present an ePortfolio that reflects his/her clinical experiences. Candidates enrolled in the Master’s Degree program must complete a Capstone project.
Candidates in the program have the option of retaking a course in which he/she receives a grade of C. Students may not have in excess of 20% of grades (i.e., 6 credits) in C grades. These students will be asked to retake coursework to come within compliance.
Educational Administration and Supervision Master’s Degree
To be eligible for admission to the Educational Administration and Supervision Master’s Degree program, an applicant must:

Have earned a bachelor’s degree from a regionally accredited college or university and hold a standard professional certificate.

Worked a minimum of 3 years with satisfactory teaching experience (substitution to teaching experience involves 3 years of satisfactory performance as a certified specialist or 3 years of satisfactory performance on a professional certificate).

Possess an undergraduate cumulative grade point average (G.P.A.) of 3.0 or better to be considered for regular admission. Students who possess a cumulative undergraduate G.P.A. of between a 2.7 and 3.0 may be considered for conditional admission. Post-bachelor’s undergraduate credits will not be used to enhance G.P.A. requirements for admission to graduate study.

Submit an application for admission to the School of Graduate Studies. All required documents must be submitted as directed by the School of Graduate Studies prior to program review and admission decision.

Use the application system to arrange for three letters of recommendation to be placed with the application. These letters must be from officials or faculty members of institutions previously attended who are acquainted with the applicant’s ability for graduate study or from employment supervisors where applicable.

Submit a typed exposition regarding the candidate’s personal academic and professional plans and the reasons for selecting Morgan State University.

Applicants do not need to take an entrance exam (e.g., GRE) to gain admittance.
Meeting the minimum eligibility requirements and submitting all the required documents does not guarantee that an offer of admission will be made to the applicant. The decision of the Program Admissions Committee involves a review and analysis of all the elements of the application as well as the availability of positions in the program. The committee then recommends to the Dean of the School of Graduate Studies that an offer of admission should be made based on that review.

Candidacy
Candidates in the M.S degree program in Educational Administration and Supervision achieve candidacy by successfully completing a Capstone Project in lieu of a comprehensive examination. This Capstone project is not a requirement for the Educational Administration and Supervision Certificate program. Please note that the certificate in Educational Administration and Supervision is not awarded by Morgan State University, but by the Maryland State Department of Education.
Additional Requirements
Candidates are expected to adhere to all rules, regulations and procedures of the Morgan State University School of Graduate Studies.
